![]() North Platte WU Newsletter Editor June 5, 2008 at Wyoming Game and Fish Our meetings are the first Thursday of the month Kids Day, May 10th dawned as a cloudy day, with temps in the teens and five or so inches of newly fallen snow. As the volunteers arrived it looked rather bleak. One indicator to how the day might progress was the two kids who walked to Harry Yessnes Park at 5:00 AM. When I arrived at 7:00AM they were cold and wet but determined. Click here to see photos of our 2008 Kids Day As the starting time of 8:00AM arrived so did the kids. By days end we had counted about 160 kids who braved the temps and gave the fishing a try. All received a fishing pole with reel and tackle kit. Rocky Mountain Discount donated 200 cameras to be given away, Walgreen's donated the film and free film processing. Sportsman's Warehouse donated the bait and discounted some fishing tackle we purchased for the event. Wyoming Medical Center donated some materials that were inserted into the goodie bags that each kid received. Last but not least there was a Schwan's truck there giving away ice cream to all participants and volunteers. Considering the conditions, I think the event went very well. Some pictures of the event will be on our web site. I received an email from Bruce Walgren of the Murie Audubon Society who is assisting Lois Layton and her bird rehab efforts. He is looking for public help in supplying 9" to 12" suckers for their rehab hospital. The fish should be whole and not cleaned. So if you catch one, keep them in mind. Our Wyoming Game and Fish grant request for a new dock at Boysen Resvervoir was rejected. Not because it wasn't a good idea. We received notification that Boysen had $250,000 from boating gasoline taxes and other fees and would use those funds to purchase the dock and fund other improvements at Boysen. I think the time for grant requests for next years projects in approaching so we need to start thinking of projects to apply for. Our Toughman tournament results are inside. After 5 years of trying we finally succeeded in losing money on the tournament. We officially lost $49. And gained 18 new members. We are now over 250 members strong. Don't forget our family outing on June 14th at Glendo. We will be gathering this year at the Two Moons Shelter at 3:00 PM, which is ¾ mile past the marina. The club will be providing soft drinks, onion rings, and the like. Bring a covered dish and eating utensils. You do not have to be a member to attend so bring a friend or two. A plaque will be awarded to big fish. If you don't receive your newsletter next month, it's probably because your membership has expired. Start saving up now In 1999, environmental groups filed a lawsuit against the federal Environmental Protection Agency (EPA) in an attempt to control the spread of aquatic nuisance species by mandating the treatment of ballast water in large commercial ocean going ships. The court's decision, issued in fall 2006, mandated that EPA is required to develop an operational discharge permit for every vessel in the U.S. by 9/30/2008. Vessels include boats, ships, dinghies, and everything in between. This permit would be required by every boat that discharged engine cooling water, live well water, or water that runs off the decks back into lakes, streams, rivers etc. Cost of the permits is rumored to be $800. EPA is currently drafting that permit system. If national legislation is not passed, we expect that you will need to apply for a permit for each of your boats, renew it every 5 years, and potentially get a separate permit for every state where you operate the boat. With this impending permit deadline about six months away, the urgency to pass this legislation is strong. Legislation exempting pleasure boats, that would be YOU, is pending. H.R. 5949/ S, 2766 Must Pass by Sept. 30, 2008 to Avoid New Regulations on Boaters. Unless Congress passes the Clean Boating Act before Sept 30, 2008 every recreational boater in the country will have to obtain a federal or state permit just to operate their boat. This pending legislation has to pass through the US Senate Environment and Public Works Committee. Our own Sen. John Barrasso is a member of that committee. I suggest you start there. Glendo is technically full. It is now filling what is called the Reservoir/Surcharge Control Pool which is 5.2% full. This pool has a capacity to 4653 ft elevation. Snow Pack levels on the Upper North Platte River System was at 126% of normal on 5-22-08. On the lighter side Where did it go? Arthur is 80 years old. He's fished almost every day since his retirement 20 years ago. One day he arrived home looking downcast. "That's it", he told his wife, "I'm giving up fishing. My eyesight has gotten so bad that when I cast I couldn't see where the lure went." His wife sympathized and made him a cup of tea. As they sat down she said, "Why don't you take my brother with you and give it one more try." "That's no good," sighed Arthur, "Your brother's ninety. He can't help" "He may be ninety," said the wife, "but his eyesight is perfect." So the next day Arthur headed off to the lake with his brother-in-law. He got up to the bow of the boat, made a mighty cast, squinted down the lake, then turned to his brother-in-law. "Did you see where my lure went?" "Of course I did!" "Where did it go?" asked Arthur. "I can't remember." Going deaf Guy calls the doctor and says, "I need to make an appt. for my wife; I think she is going deaf". Doc. says "I am booked solid for the next 2 weeks and cannot possibly see her; but, you can perform a test to get an idea how deaf she is. Get approx. 40 ft. away from her and ask her a simple question--if no response, do the same thing at 30 ft, 20 ft., etc." Guy says,"Ok doc, thx" That nite the guy was sitting in the living room and his wife was in the kitchen fixin dinner. He thought, I'm about 40 ft away from her,I'll try the 'test'. So, he calls out "Honey, what's for dinner?" --no response. He gets up and goes to the doorway of the dining room (about 30 ft)-"Honey, what's for dinner?"-no response He tries at the doorway to the kitchen -20 ft--no response. Tries from the middle of the kitchen-10 ft--no response. Finally he gets right behind her and says, a little louder, "HONEY, what's for dinner?"
